WEAR HANDLOOM , SAVE WEAVERS AND REKINDLE FREEDOM SPIRIT
The handloom weavers in India have been suffering
acutely for many years. They are the foundation of our culture and
civilization. After agriculture , most
people are in handloom profession. But
many are living at subsistence level and are migrating to other professions.
According to 4
th All India Census taken 2019-20, there
are 26,73,891 are in weaving and 8,48,621 are in allied works. Among them in
A.P. the number of weavers is 1,27 662 and 49,785 are in allied works. (https://pib.gov.in/PressReleasePage.aspx?PRID=1596372#:~:text=As%20per%20the%204th,workers%20is%20at%20Annexure%2DI.)
Among weavers, 67% are learning less than rs.5k per month , those who are earning more than Rs. 15K per month are mere 2.2%. In brief, 97.8% are earning less than Rs.15K
per month .
As a result during 2009-19, weavers amounting to 19% left the profession.
It is also estimated that the number of
those below 35 years in the profession

The weavers are facing problems such as lack of
sufficient capital, lack of supply quality
yarn, weak cooperatives, lack of better working ambience, competition from
power loom, lack of market promotion ,
health problems , lack of awareness and availability of insurance and medical facilities. Most
weavers work as wage labour under master weavers. They are not earning even
minimum wage of Rs.5,340.
So, the following measures are needed to ameliorate
the situation of weavers.

Interest free
loans or 25 paise interest
2.
Raw material on
subsidy rates
3.
New handlooms on
subsidy
4.
Improving Marketing
facilities , melas / exhibitions/
5.
Role of social
media in promoting marketing
6.
implement the Handloom
Reservation Act 1985 by placing the reserved items of handloom sector in the IX
Schedule of Indian Constitution
7.
implement orders given by
honorable Supreme Court of India that silk handloom weavers are permitted to
produce 20 varieties of silk products. These are reserved to produce on
handlooms only
8.
Health and
counselling and insurance facilities, There is a need for a comprehensive legislation on occupational health
and safety for the handloom sector
9.
Training and
education for upgradation of skills in designing and innovation
